Kenneth McGhie, general counsel for the D.C. Board of Elections & Ethics, said the injunction requested by Bishop Harry Jackson Jr. would put the marriage law on hold for at least 30 days if Superior Court Judge Judith Retchin overturns the board's decision that the referendum violates the city's Human Rights Act.
